米軍のナンバーですが、廃車できますか？

廃車は可能です。
但し、手続きは運輸支局管轄外ですので、車両引取・処分のみとなります。
引取前に、基地内にて米軍ナンバーを発行元へご返却ください。
その際に「Bill of sales」という書類が発行されますので、お持ちください。（日本国内手続きの譲渡証明書です）

基地内での車両受け渡しはできませんので、ゲートでのお引き取りとなります。
引取担当者がゲート前まで伺います。
事前にお打合せの上、ゲート管理者へ許可を受けておいてください。

条件等によってはお引き受けできない場合がございますので
